Customs seize another container with €2.7 Million worth of cocaine

Last year was a record breaker in terms of cocaine hauls, which saw the Customs Department seizing a total of 284.7 kgs of the drug.

This year, in just 14 weeks, the Customs Department has surpassed last years' results, by almost double the amount, with 515.2 kgs (more than half a ton) of cocaine seized.

In less than 48hrs after a 91.2kg cocaine haul, and just hours after an undeclared cash seizure at the Airport, Customs Officials have seized 24 kg of cocaine from another reefer container at the Malta Freeport.

Several containers were selected today for scanning by the Customs Container Monitoring Unit. Following preliminary scans, taken by the Customs scanning team, irregularities in one of the reefer containers were noticed, which pointed to possible narcotics hidden in the refidgerant compessor unit. A physical search confirmed the preliminary suspicions.

A total of 20 packets of cocaine, weighing 24 kg, were elevated with a total estimated street value of 2.7 million euros.

The container was transhipping Malta, from South America, en-route to Tirana, in Albania.

The case was handed over to the Police Anti Drug Squad, who are conducting the investigations. The duty Magistrate is leading the inquiry assisted by a team of experts from the Police Forensics Unit.

"Today's operation is another display of collaboration the Customs Department, the Police and the authorities at the Freeport. Such level of collaboration is a determining factor in establishing Malta's Freeport as one of the most secured ports in the region," The Customs Department said.

Tuna quota to be increased by 34,000kg for upcoming season

The tuna quota will increase by 34,000kg so that the national tuna quota is that of 353,200kg for the 2019 fishing season, Parliamentary Secretary for Agriculture, Fisheries and Animal Rights Clint Camilleri announced on Tuesday. 

Camilleri said that a special license for 52 fishermen with a vessel smaller than 12 metres was being issued for the first time, with the quota allocated for this category of fishermen being that of 40,500kg. 

A further 63 authorised vessels will have a quota of 296,000kg while vessels which do not fall under either of these categories will have a by-catch quota of 9,700kg.  2,000kg has been allocated to recreational fishing whilst a further 5,000kg has been allocated as a contingency. 

"The government is once again offering more opportunities for fishermen to improve their direct financial income, with this happening through systems which everyone can take advantage of", Camilleri said.

The increase was described by Camilleri as being "without a precedent" and is being implemented with the aim of incentivising small fisherman to enter into this sector. 

The season for those with under the traditional quotas will open between 20 April and 31 December 2019, while the season for those obtaining the new special license will open between 1 May and 19 June 2019.  For recreational fishermen, the season will open between 16 June and 14 October 2019.

'I don’t think it’s an outrageous or extreme proposal’- PM on increasing Parliamentary seats

Prime Minister Joseph Muscat has urged the Labour Women forum to advocate in favour of government's proposals regarding the composition of Parliament, to increase the representation of the under-represented gender.

Recently, government proposed adding a maximum of 12 seats to Parliament, so that the under-represented gender would have at least a 40% representation in Parliament.

He said that so little was done for equality for decades, and that the illusion that so much has been done over the past seven years could give the illusion that everything has been done now and nothing is left to do.

"The reality is far from this." He said that there is a lot of work still to be done to reach a situation where everyone has equal opportunities.

Muscat said that there seems to be agreement that something needs to be done. He said however, that there are different versions on how to do it.

He said that some argue that equality could be achieved through education, however he said that this has been what Malta has been trying for 50 years, yet "we didn't even move one step with regards to representation. I urge more vociferous advocacy for the needed changes. We must not rest on the idea that proposals were made and that, on this basis, things will fall into place."

He urged those who believe in the proposals to advocate for them.

Prime Minister Joseph Muscat urged them to be the voice for change. He said that these are not changes they can do on their own.

He said that the central point is, "whether, to do a jump start for Parliamentary equality, we need to give 12 seats to the under-represented sex."

"I don't think it's an outrageous or extreme proposal. We need to strongly advocate for it."

New Maltese European Court of Human Rights Judge elected

Madam Justice Lorraine Schembri Orland has been elected to the European Court of Human Rights.

Three candidates for the post were originally proposed by Malta, after candidates were interviewed locally and the applications were assessed.

The three candidates were later interviewed by the Council of Europe's Election of Judges to the European Court of Human Rights, who recommended her as the most qualified candidate.

The next and final step was the plenary vote which took place today.

Madam Justice Schembri Orland was appointed to the bench in 2012. She currently presides over the Civil Court, First Hall which has civil competence, as well as original jurisdiction in matters of Fundamental Human Rights as guaranteed by the Maltese Constitution and by the European Convention on Human Rights. She also preside over the Civil Court (Voluntary Jurisdiction) which is competent in matters of probate, minority, interdiction and incapacitation, guardianships, trusts, foundations and cross border successions,

In 1976-1981, she concluded her University of Malta - Doctorate of Laws (LL.D.). In 1994-1996 she concluded her Magister Juris in European Law -(M.Jur.) (Eur. Law) from the University of Malta.

Between 1988-1990, she was an elected member to the Executive Board of the Conseil International des Femmes (ICW). Between 1991-1993, she was a member of drafting committee entrusted with broad legislative reforms to the Constitution of Malta and to the ordinary law in order to eliminate discrimination on the basis of gender as part of Malta's process of accession to the UN CEDAW Convention.

Prior to becoming a Judge, she had held positions with The European Council of Women, was a member of the National Consultative Committee on Bioethics, was a member of the founding committee of San Blas Drug Rehabilitation Centre set up by Caritas (Malta), and others.

Aim is for MIA to have same capacity as London’s Gatwick Airport – Konrad Mizzi

A master plan for the Malta International Airport and the area surrounding it aims to see the capacity of the Malta International Airport increase to match that of London's Gatwick Airport, Tourism Minister Konrad Mizzi said on Tuesday.

Speaking at the Malta Air Traffic Service, Mizzi said that collaboration with Malta Industrial Parks was underway to formulate a master plan for the airport and the cluster of industries surrounding it. 

Mizzi referred to plans for MIA's new terminal building and also plans for making space for seven new parking spaces for aircraft.  He said that the aim was for MIA's capacity to reach that of London Gatwick.  The MIA runways were ideal for this but investment is required in the taxi-ways and the infrastructure, Mizzi said.

Mizzi was speaking after a visit to the Malta Air Traffic Service, who have begun using a new state of the art air traffic management system which has been implemented following an €8 million investment.

The Malta Air Traffic Service (MATS) was founded in 2002 as a government entity and employs 150 people with the aim of providing the most efficient service possible in air traffic management.  They also offer the aircraft the lowest rates in Europe.

Mizzi said that not many people know the extent of Malta's airspace, adding that it stretched almost to Greece. 

He added that the investment in this state of the art system meant that Malta now had the most modern traffic management system in the whole of Europe, and that it also had an extremely high safety standard to go with it.

He also noted that a performance management programme had also been implemented by MATS, which had seen operations continue working even throughout the record-breaking storm that hit the islands last February.

LGBT donors helping Pete Buttigieg defy 2020 expectations

Jonah Burrell first contributed to Pete Buttigieg's campaign after watching the first prominent openly gay presidential candidate on television. When Burrell later saw him in person in a cramped upstate South Carolina auditorium, he knew he had to do it again.

"I felt compelled to help," Burrell, a nursing student who is gay, said after the event. "It makes me proud he's a gay man."

Financial support from the LGBT community has helped Buttigieg - an American of Maltese decent - defy expectations by raking in more than $7 million in just over two months. The money has come from grassroots supporters like Burrell and big-dollar Hollywood donors who hope Buttigieg will make history — or at least the summer debate stage.

The Buttigieg appeal was on display again this weekend when the mayor of South Bend, Indiana, and his husband separately headlined galas for two of the country's largest LGBT organizations.

And the early haul shows no sign of slowing. Victory Fund, which invested $2 million in LGBT candidates in 2018, expects to endorse Buttigieg shortly after he formally joins the race, President and CEO Annise Parker said.

The board that makes endorsements — made up of 100 "bundlers," or people who commit to raising $5,000 annually for candidates — has been "champing at the bit" to endorse him, she said. Once they do, the group will appeal to its donor network to directly support Buttigieg's campaign and promote his events.

Of the candidates who've released their first-quarter fundraising totals, Buttigieg outraised New Jersey Sen. Cory Booker and Minnesota Sen. Amy Klobuchar, who each brought in over $5 million, and entrepreneur Andrew Yang. Other candidates exceeded his total, including California Sen. Kamala Harris ($12 million) and Vermont Sen. Bernie Sanders (more than $18 million). But they are better-known, with well-established donor networks that in some cases date back many years.

Buttigieg says he's using the money to double his roughly 20-person staff and build teams in early-voting states likes Iowa and New Hampshire.

While his upstart campaign benefited from the gay community's support, he didn't rely on it. Buttigieg says he received donations from nearly 160,000 people between late January and March 31. About 65% of contributions were less than $200, with an average donation of about $36.

"It certainly helps to have people who are excited about the historic quality of a possible candidacy, but we really have a broad range," he said. "They're still crunching the numbers to understand some of the dimensions of all our support because it came, it seems, from every corner of the country and very different types of donors."

Parker said while there's "huge excitement" among the gay community, the man known to many as "Mayor Pete" is catching on with all kinds of people she meets while traveling the country.

"One of the most astounding things about Pete's candidacy is that it's not the LGBTQ community alone that's fueling it," she said. "The average guy says 'that Mayor Pete guy, he makes sense. He's smart, he's thoughtful, he's the kind of guy we ought to have as president.' It has nothing to do with whether they will ultimately vote for him. But they want him to be out there."

"He's not a gay candidate for president," she added. "He is a candidate for president and part of his life experience that he brings is being an openly gay man. And you know, an openly gay first man."

Buttigieg often campaigns alongside his husband, Chasten. He talks about how important their marriage is, sometimes taking aim at Vice President Mike Pence, who as Indiana governor signed a "religious freedom" bill decried as anti-gay.

Meanwhile, Chasten Buttigieg has developed a following of his own on Twitter and the campaign trail. On Saturday, he was the featured speaker at the Human Rights Campaign Houston gala, where he thanked the group for its support when he was an 18-year-old who left home after coming out, and for helping him potentially become "the first man in history to pick out the White House china."

He also talked about violence against transgender people, particularly black transgender women, and the importance of passing the Equality Act, a sweeping LGBT-nondiscrimination measure.

"We need someone in the White House who will sign the Equality Act into law," Chasten Buttigieg told the cheering crowd. "Luckily I know a guy."

Regeneration of Sirens club among 22 projects financed by Planning Authority funds

The Planning Authority, through the Development Planning Fund, will be financing 22 different projects in 13 localities in Malta and Gozo, with a global amount of €4 million, Transport and Infrastructure Minister Ian Borg announced on Tuesday.

These include funding of more than €2.2 million towards the regeneration of the Sirens aquatic club site in St Paul's Bay.

The project will not only result in a pool and other necessary ancillary facilities for the practice of sport, such as changing rooms, toilets, spectator stands and other facilities of this kind, but will also extend use of the site underground with the inclusion of a gym and a diving centre. 

Borg said the club could never have implemented this ambitious project without the necessary help and that is why the intervention of the Planning Authority's fund was important.

He explained how the last investment made in this club was in 2001, and while the need for a facility upgrade was felt for a long time, this help was never found until today. The Minister said that the financing of the Sirens project is important for several reasons, including the fact that a project like this translates into social and economic benefits for the residents and schools of St Paul's Bay and its surrounding areas. He said that this continues to complement other work which the Government is implementing in this locality where, among others, investments in road infrastructure are underway. 

Borg explained how over two years, 84 projects have already been financed through the same fund.

"The variety of projects being financed through this fund is clear proof that we need to continue working hand in hand with local councils so that we can continue knowing our residents and being aware of what they need. At the end of the day, the Government's main goal is to witness continuous improvement in the quality of life and the standard of living of the people, people who form part of these communities which are witnessing such improvement through the initiative being taken by their local councils who can take this step thanks to the Development Planning Fund which the Planning Authority sets up for them," he said. 

The Parliamentary Secretary for Planning and the Property MarketChris Agius, described this investment of over €2.2 million as a record investment – the greatest amount of funds ever given by the PA's Development Planning Fund, and which will go to this proposal.

Agius stressed how important it is that all those who work within their communities apply for financing from this important fund.  

The Parliamentary Secretary for Local Government and Communities, Silvio Parnis, noted with satisfaction that the funds given to these 12 local councils through the Development Planning Fund, are being reused by the local councils, for the good of the community.

Parliamentary Secretary for Youths, Sports and Voluntary Organisations Clifton Grima emphasised how this project is a clear example of how the Government is focused on bringing sport to the national agenda through work among a number of Ministries and Departments where the fruit of this collaboration will be state-of-the-art facilities through which Maltese athletes will have places with high standards at which to train.
