Delia, Said agree with setting up of commission to scrutinise PN leadership candidates

Adrian Delia and Chris Said, so far the only two candidates who have publicly expressed their intention to contest for the Nationalist Party leadership, have both agreed with a suggestion made by a PN journalist for the setting up of an internal commission to scrutinise all candidates.

Writing on Facebook, veteran journalist Dione Borg said that the commission suggested that the PN sets up a commission to "ensure the best possible political standards".

This commission, he added, should focus on the candidates with an emphasis on their professional background, their assets and other aspects. "We must understand that the PN councillors will be choosing two candidates one of whom is potentially a future prime minister."

Reacting, Delia said he was "completely behind Dione's suggestion "which as he would remember I had provoked, promoted and insisted be applied at all levels for anyone occupying a senior role in the football world both at club and administration level – indeed in politics it should not only be the party leader but every candidate wishing to serve our people".

Speaking to Malta Today, Said also endorsed the proposal, saying that the outgoing leader always emphasised on being honest in politics. "These are the principles that Simon Busuttil, like all his predecessors, wove into the very fabric of the party's beliefs," the former Gozo minister said, adding that these principles were the foundation of the party, without which the PN and the country's democracy would collapse.

Legalisation of marijuana will give young people the go ahead to abuse substance – OASI

The legalisation of the recreational use of marijuana will give the be giving the go ahead for young people and the population in general to abuse the substance, in spite of its negative effects, Noel Xerri from the OASI Foundation has told The Malta Independent.

Xerri clarified that OASI did agree with the use of medicinal marijuana.

"Morphine and other opioids," he explained, "are used in medical situations."

The recreational use of marijuana, Xerri said, was a step too far and that its legalisation would send a negative message to the country.

Early on in the election campaign, both the Labour Party and Nationalist Party announced plans to begin a national discussion on the use of recreational marijuana.

Parliamentary Secretary for Reforms Julia Farrugia Portelli will be overseeing the national debate.

In comments given to the media earlier this week, OASI director Fr Emmanuel Cordina said that the legalisation of marijuana was an act of betrayal as it was the State's duty to safeguard individuals.

Xerri said that OASI believed that the subject at hand should not be sensationalised just because it is popular. People need to have access to all the information in the field."

"You also have to examine the issue not from the perspective of a young person who is currently experimenting, but as an adult."

"We cannot negate that the abuse of substances has become widespread, we cannot forget about that. People do not realise this but the use of cocaine has become regular; at parties, weddings, engagements. It is common, and we cannot get the actual figures, as people will never admit to it."

 

Decriminalisation

He went on to say that while OASI did agree with decriminalisation, he felt that there were aspects of the legislation that became too liberal.

"I think it has sent a message to young people across the islands to use cannabis more freely."

"We are not saying that someone who abuses marijuana needs to go to prison, but we feel that the individuals should at least to be made to have an appointment with a drugs counsellor."

"The current fines for being caught in possession of marijuana are 50e. That is the same amount you would get if you threw your cigarette butt on the floor."

"They're both wrong, but they are not crimes on the same level."

He did say that there still issues in Maltese law when it came to trafficking. He said there are too many cases of people who get charged with trafficking when they would have shared marijuana with their friends.

"This is going too far; these are just friends, not drug traffickers. When you are at a bar, don't you offer your friend a drink, or a friend a cigarette?"

He also said there were issues with regards to possession.

"The law says that having one plant is possession, but I think it needs to be more reasonable, wouldn't it be clear that if he held two or maybe three when it is for personal use."

Xerri said that OASI had intended to begin discussing the issue last June, but refrained due to the general election as he felt it would make the issue politically charged, this was postponed to 5 July

 

Should marijuana be treated like alcohol and tobacco?

Proponents of the legalisation of marijuana have argued that the government should endow people with the same responsibility given to tobacco and alcohol use, which they claim is much more harmful to the individual.

 "The situation is that nicotine is bad and gained widespread use prior to the knowledge of its effects. The government puts enormous pressure for people to stop smoking, or at least reduce the amount, through taxes and campaigns; and the same is done with regards to alcohol."

"There is also the argument that the use will drop if it is made legal, but once cannabis is produced on a leisure basis by production companies, the use will probably increase."

"People also say that it would stop drug dealers, but contraband will still take place, like with cigarettes and alcohol."

"When the nature of something is bad, and can do something bad to you, we feel we should not let it become widespread use. There is always going to be negative effects like with cigarettes and alcohol."

"At the end of the day, when you legalise recreational use, you are effectively saying that is good for you, that's how I interpret it."

Louise Spiteri appointed Acting CEO at Environment and Resources Authority

Louise Spiteri has been temporarily appointed Acting CEO at the Environment and Resources Authority after Mr Ruben Abela informed the Ministry for the Environment, Sustainable Development and Climate Change that he will be unable to continue performing his duties as CEO due to personal reasons.

Spiteri, who is an ERA Board Member and a full-time Assistant Lecturer at the University of Malta at the Environment and Resource Department within the Faculty of Laws, will ensure continuity in the functioning of the Authority until a new CEO to the Authority may be appointed as stipulated by law.

The ministry thanked Abela wholeheartedly for the invaluable services rendered to the ERA during its challenging first year of operation.

Doctor accused of sex harassment kills 1 at New York City hospital

A doctor forced from a New York hospital because of sexual harassment accusations returned Friday with an assault rifle hidden under a lab coat and shot seven people, killing one woman and leaving several doctors fighting for their lives, authorities said.

The gunman, Dr. Henry Bello, fatally shot himself after trying to set himself on fire at Bronx Lebanon Hospital, they said. He staggered, bleeding, into a hallway where he collapsed and died with the rifle at his side, officials said.

People in the hospital described a chaotic scene as gunfire erupted. Employees locked themselves inside rooms and patients feared for their lives after an announcement that an armed intruder was loose in the building.

"I thought I was going to die," said Renaldo Del Villar, a patient who was in the third-floor emergency room getting treatment for a lower back injury.

Law enforcement officials identified the shooter as the 45-year-old Bello, who was described on the hospital website as a family medicine physician. Officials said Bello used an AR-15 in the attack on the 16th and 17th floors.

Bello was allowed to resign from the hospital in 2015 amid sexual harassment allegations, according to two law enforcement officials. The officials didn't know the details of the allegations.

The officials were not authorized to discuss the still-unfolding investigation and spoke to The Associated Press on condition of anonymity.

In unrelated cases, the doctor pleaded guilty to unlawful imprisonment, a misdemeanor, in 2004 after a 23-year-old woman told police Bello grabbed her, lifted her up and carried her off, saying, "You're coming with me." He was arrested again in 2009 on a charge of unlawful surveillance, after two different women reported he was trying to look up their skirts with a mirror.

On Friday, one female doctor was killed and six other people were wounded, five of them seriously, according to Police Commissioner James O'Neill. The patients were treated in the emergency room at Bronx Lebanon.

Two surgeons at the hospital told the AP that all six victims were in critical condition, but they were expected to survive. The victims largely suffered gunshot wounds to the head, chest and abdomen, they said. The most seriously wounded was shot in the liver, said the surgeons, who spoke on the condition of anonymity because he was not permitted to speak publicly.

"This was a horrible situation unfolding in a place that people associated with care and comfort, a situation that came out of nowhere," Mayor Bill de Blasio said, adding that terrorism was not involved in the attack.

Shortly after receiving a 911 call about an active shooter, police officers went floor by floor, their guns drawn, looking for the gunman. They later learned he was dead inside the building. De Blasio confirmed that Bello killed himself.

Bello may have doused himself with an accelerant like gasoline and tried to set himself on fire before shooting himself, officials said. Sprinklers extinguished the fire.

According to New York State Education Department records, Bello had a limited permit to practice as an international medical graduate to gain experience in order to be licensed. The permit was issued on July 1, 2014, and expired last year on the same day.

 

A former colleague described Bello as a problematic employee.

Bello "was very aggressive, talking loudly, threatening people. All the time he was a problem," said Dr. David Lazala, a family medicine doctor who said he trained Bello at Bronx Lebanon.

He said Bello, who worked at night as a doctor, sent him a threatening email after Bello was fired.

Employees and their loved ones described the horrifying moments immediately after the shooting as they scrambled for information.

Garry Trimble said his fiancee, hospital employee Denise Brown, called from inside to tell him about the gunman.

"She woke me up and told me there was a situation, somebody's out there shooting people," Trimble said as he waited for Brown to leave the hospital. "I could hear in her voice she was shaking and about to cry."

Gonzalo Carazo told WCBS-TV that he saw a doctor with a gunshot wound on his hand.

"All I heard was a doctor saying, "Help, help!" Carazo locked himself in a room for about 15 minutes until police came and led him out of the hospital.

The 120-year-old hospital has one of the busiest emergency rooms in New York City. The campus where Friday's attack took place has 415 beds. It is about a mile and a half north of Yankee Stadium.

In 2011, two people were shot at Bronx Lebanon in what police said was a gang-related attack.

French far-right leader charged with alleged EU funds misuse

French far-right leader Marine Le Pen was charged Friday with allegedly misusing European Parliament funds to pay two parliamentary aides who also work at her National Front headquarters. Her lawyer said she denies the charges and will fight to get the investigation suspended.

Investigators suspect some National Front lawmakers used legislative aides for the party's political activities while they were on the European Parliament payroll. Le Pen is president of the far-right National Front party.

The prosecutor's office said Le Pen was summoned and handed preliminary charges of breach of trust and complicity in breach of trust concerning two parliamentary aides when she served at the European Parliament.

Le Pen is suspected of using parliamentary funds to pay Catherine Griset from 2009 to 2016 and bodyguard Thierry Legier from 2014 to 2016 for allegedly working as aides in Strasbourg, seat of the European Parliament, even though they also have roles in her far-right National Front party.  Griset was charged in February for allegedly receiving money through a breach of trust.

Le Pen is also charged with complicity in breach of trust in connection with her role as president of the National Front from 2014-2016. That charge could not immediately be clarified.

Le Pen denies the charges.

"It makes no sense," National Front vice president Florian Philippot, Le Pen's top lieutenant, said on the BFM-TV station. "She is obviously 24 hours out of 24 both the president of the National Front and a European deputy."

Le Pen plans to file an urgent demand Monday at the Appeals Court asking that the preliminary charges be annulled due to "the violation of the principle of separation of powers," her lawyer, Rodolphe Bosselut, said in a statement. She will also seek a suspension of the investigation.

His reference to "separation of powers" may relate to a contention that the French justice system should not interfere in the affairs of political parties. Bosselut could not immediately be reached for comment.

The preliminary charges are thrown out if investigators fail to come up with convincing evidence. The case goes to trial if they do. A conviction for breach of trust charge carries a potential penalty of up to three years in prison and a fine of 375,000 euros ($428,000).

Le Pen had twice refused summonses from authorities while campaigning, first for the French presidential election which she lost May 7 to Emmanuel Macron, then for a lawmaker's seat in the French National Assembly which she won on June 18. Due to that win, Le Pen gave up her seat in the European Parliament.

Other European parliamentarians, including Le Pen's father Jean-Marie Le Pen and her companion Louis Aliot, have also been investigated for allegedly misusing parliamentary aides' wages. Aliot last week refused to respond to a summons by investigators, French media reported.

Some leading politicians are now living under a cloud of suspicion as to whether they misused funds meant to pay aides' salaries.

The one-time front-runner in France's presidential race this year, conservative Francois Fillon, was charged over allegations that he paid his wife, who served as his parliamentary aide, and two children for work they did not perform. Fillon suffered a big loss in the first round of the presidential vote.

Macron himself is determined to avoid any possible connection to the lax or corrupt political practices of the past. Three of his ministers bowed out of their jobs shortly after being appointed — the justice, defense and European affairs ministers — over concerns they could be caught in the investigations into the political use of salaries to parliamentary aides.

Court of appeal rules in favour of inspector in libel case with it-Torca

Inspector Elton Taliana has won his libel case in a court of appeal against it-Torca editor Alexander Farrugia who had claimed that the inspector had knowingly left an innocent man in prison.

The article, titled 'Young man unjustly ended up in prison…inspector knew of the error', was published in August 2013 and concerned a hold-up which took place in  Birkirkara.

Darryl Luke Borg had been arrested for the offence and was denied bail after pleading not guilty to the charges.

The inspector then received information which claimed that Roderick Grech, known as 'ic-China' had committed the robbery.

Grech has since been murdered in an incident involving Etienne Bartolo, known as 'il-Vojt', who is facing criminal charges.

Grech eventually confessed to the inspector during an interrogation and was sentenced later on that day.

Taliana then told his superiors to release Borg from prison.

It-Torca would later claim that Taliana had waited two days before informing his superiors to release Borg from prison, even though he had known he was innocent.

In the initial hearing, a magistrate ruled in the favour of the newspaper after noting "a serious failure in the conduct of the police investigations".

Mr Justice Anthony Ellul, who presided over the court of appeal, ruled that the evidence proved the contrary as Taliana had not issued charges against Grech when the arrest warrant was issued.

The court declared that the newspaper's allegation was a "sweeping statement."

For these reasons the court revoked the judgment of the first court and condemned the editor of it-Torca to pay €500 in damages over the defamatory article, together with the costs of both suits.

ECOFIN finds further agreement to combat the financing of criminal activity

"The Maltese Presidency of the Council of the European Union has sealed another agreement in the Economic and Financial Affairs Council (ECOFIN) on cash entering or leaving the European Union," a government statement has read.

The regulation is aimed at improving the current system of controls, with the objective to take into account the development of new best practices in the implementation within the EU of international standards on combating money laundering and terrorism financing.

Negotiations with the European Parliament can now commence after MEPs reach a position on the regulation. 

Commenting on this latest achievement, ECOFIN President Minister for Finance Edward Scicluna stated that "criminal and terrorist networks take advantage of anonymity of cash payment transactions. That is why we need an effective system of cash declarations that can help authorities to better prevent and fight against illegal activities and reinforce security across the Union".

The draft regulation extends the definition of cash to some instruments or methods of payment other than currency, such as cheques, traveller's cheques, gold, and prepaid cards, and its scope has been extended to include cash sent by post, freight, or courier shipment.

Citizens entering or leaving the EU and carrying cash of a value of €10 000 or more, will be required to declare it to the customs authorities, and authorities in Member States will be empowered to exchange information where indicators point to some criminal activity relating to cash movements.

Polish man dies after getting into difficulty while swimming in Comino

A Polish man has died in hospital after getting into difficulty while swimming at the Blue Lagoon in Comino.

Police were informed about the incident at 2 pm this afternoon and went on site. The 45-year-old Polish man was given first aid by lifeguards, however was later certified as dead at the Gozo General hospital.

Members of the ERRC- 'Emergency Response & Rescue Corps' were also on site and attempted to assist.

Magistrate P Coppini was informed and a magisterial inquiry launched.

Investigations are ongoing.

Woman hospitalised after crash in Salina

A car has overturned after colliding with a truck on the Coast Road, in the Salina area, police told this newsroom.

The car, a Toyota Rav4, was being driven by a 39-year-old woman from sliema who was taken to Mater Dei Hospital. The extent of the injuries are not yet known.

Pietru Pawl Busuttil being laid to rest as funeral takes place in Safi

The funeral for Pietru Pawl Busuttil, a household name in the late 1980s after he was framed for the political murder of Raymond Caruana, took place today, in Safi.

Busuttil had passed away on 28 June. He was 74-years-old.

In 1986, the weapon that was used to kill Raymond Caruana at the Gudja Nationalist Party club had been located by the police at his farmhouse in Safi.

Then PN leader at the time, Eddie Fenech Adami, had immediately labelled Busuttil's arrest as a frame-up. He was later acquitted of all the charges made against him by the courts of law, and was awarded €93,000 (Lm40,000) in damages.

In a statement following news that he passed away, the Nationalist Party had paid tribute to Busuttil, saying that he will remembered as a symbol in the country's fight for democracy, justice and freedom in the 1980s. PN MPs and PN Leader Simon Busuttil have also spoken publicly, paying their respects.

The party said that in spite of the difficult time he went through, Busuttil remained strong and determined.

Planning Authority proposes two new categories for Development Notification Orders

The Planning  Authority has proposed the addition of two new category classes to the Development Notification Order (DNO). The classes will cover development related to the Corradino Correctional Facility and development by the Malta Police Force.

DNO applications are for any proposed development which does not have an adverse impact on neighbouring residences. There are currently 19 category classes of permitted development which include internal alterations, roof structures and more. For this type of application the public is not notified of the proposed works. The Authority has to reply to a notification within 30 days from its submission.

"The addition of class 20 to the DNO regulations will give leeway to the Director of the Corradino Correctional Facility to carry out development works on land which is already assigned for the same prison facility. If a proposed development for the prison is located on a protected area or within a scheduled property, prior clearance by the Superintendent of Cultural Heritage (SCH)  and by the Environment and Resources Authority (ERA) is needed. A proposed development must also be  recommended by the Minister responsible for the prisons."

"The same thing will apply should class 21 also be introduced. In this case, the class relates to development carried out on land under the operational control of the Malta Police Force."

PN expresses serious concern over removal of two top FIAU officials

The news that two high FIAU officials were removed is an indication that Malta is now a lawless country, the PN said in a statement.

"The FIAU is the agency that investigated cases of alleged money laundering involving OPM Chief of Staff Keith Schembri and Minister Konrad Mizzi."

"Media reports indicate that the two high officials, the Head of Compliance  and the Head of Financial Analysis Section, were removed for no reason. The two people are persons with vast experience, one in a number of countries around the world and the other in the Maltese police force."

"These removals occurred just a few days after Finance Minister Edward Scicluna attacked and threatened the people who conducted these investigations, and tried to imply that the reports were written through political motivations."

"Government thinks that because it won the election it can kick everyone around. This is a situation regarding the collapse in the law of our country, and everyone who obeys the law should worry."

"The PN is determined to continue working in order for the principles of justice and the rule of law to again reign."

‘Let us prioritise a zero-tolerance policy, towards patriarchal violence and oppression’ – President

President Marie-Louise Coleiro Preca spke out against patriarchal violence and oppression while she was delivering her speech at a UNESCO high-level conference.

"Let us prioritise a zero-tolerance policy, towards patriarchal violence and oppression, thus creating a global culture of respect and dignity, for the benefit of all the people of our world," she said.

"I am delighted that gender issues are being recognised, at such a high level meeting, as one of UNESCO's global priorities. Women's empowerment and gender issues are at the heart of the mandate of the United Nations' Agenda 2030, and its Sustainable Development Goals."

"We must confront the underlying discrimination and injustice, which are undermining the dignity of women and girls around the world, and thereby, restrict women and girls from equal participation in our societies. First and foremost, we must take a critical look at the sources of oppression, which circulate even through our nations, and our international systems, to the detriment of half of the world's population. »

"The only pathway to achieve the sustainable and meaningful wellbeing of women and girls is by confronting the patriarchy."

She said that patriarchy is a global perspective. "It is a cultural system that we are born into, in which we all participate, and which we perpetuate, often unconsciously, to the great detriment of so many human beings. Patriarchy, like all forms of oppression, has a way of normalising its abuses, such as the unacceptable injustices faced by so many women and girls. Patriarchy makes us believe that there are no alternatives to its way of thinking, of acting, and of living. It would have us believe that a deep-rooted change is not possible."

"We cannot be complacent in the face of patriarchal oppressions. We must move on, together as women and men, to address all unjust systems of power. We must keep using all the platforms at our disposal, such as this conference, to affirm that there is, indeed, another way of life. There are other paths for us to take, on our slow but steady journey, towards a more peace-focused, gender inclusive, and sustainable culture."

"In order to open our minds to the limitless potential of women, working with and alongside men, we must challenge the one-dimensional vision of masculinity which is upheld by the patriarchy."

 "We cannot continue, explicitly or implicitly, to promote damaging attitudes. She said that one cannot ignore the realities of the gender pay gap. "Nor can we ignore the fact that careers, which are historically associated with women, such as education and childcare, have a disproportionately lower salary. We must take note of urgent indicators from the World Economic Forum's Global Gender Gap Report, that it will take 170 years for us to achieve economic gender equality. We must also address the fact that men often occupy the vast majority of visible roles of influence, within political and economic sectors."

"To achieve sustainable and equitable peace, we must also question the status quo within our nations and our international systems, which normalises and perpetuates patriarchal oppressions, to the detriment of women, of girls, and minorities.

We cannot go on excusing cultural narratives which justify anti-social and damaging male behaviour, by saying that "boys will be boys", she said.

"Not only does such an attitude endanger the health and safety of women and girls, but it also diminishes the dignity of men and boys, by implying that positive change is not possible. Nor can we go on celebrating a "macho" culture, where violent and controlling attitudes are celebrated, without criticism."

"We must challenge the idea that aggression is part of what it means to be a 'real man', and that femininity should, by extension, be degraded. Women's leadership should not be measured by any standard, except a woman's intrinsic qualities to lead."

"To achieve these goals, I believe that institutions such as UNESCO need to do more, to encourage men to be vocal, and to speak out against patriarchal ideas and actions."

"Men cannot be silent partners in the work we must do, to achieve the meaningful empowerment of women. We are all stakeholders, with so much to gain, by addressing the tremendous challenges that patriarchy, normalised violence, and deep-rooted oppression are having, at every level of our societies."

"We must take steps to ensure that the mass media is not perpetuating harmful patriarchal ideas and stereotypes, by promoting narrow gender binaries; by objectifying women through a constant focus on their appearance and body image; and by giving a skewed perception that diminishes the gravity of gender-based violence"

He was being interviewed by Newsbook. "One needs to do a lot of soul searching. One does not take such a decision for the glamour of it. A person must, at heart, feel and be certain that you could make a difference. A person  must understand the currents as there could be currents which work against someone like me."

"There is a lot to think about. I believe that I can make big differences in many parts, but I cannot take such a decision without considering the responsibilities such a post brings with it."

He said he has not decided whether or not he would contest yet.

"The main thing worrying me is whether the PN is collectively ready for a change."

Bartolo contested the general elections on the PN ticket, however was not elected. He stood a chance of being elected through a  casual election, however the PN executive decided that Marthese Portelli and Robert Arrigo would give up her their seats on other districts, and keep the 9th.

Air Malta is considering the possibility of re-opening the Frankfurt route - Konrad Mizzi

The Air Malta commercial team is studying the possibility of reopening the Frankfurt route, Tourism Minister Konrad Mizzi said in Parliament this morning.

He was responding to a supplementary question asked in Parliament by PN MP Robert Arrigo, regarding the Frankfurt route.

The Air Malta team, the minister said, was evaluating the possibility of opening a number of routes, as well as others which were closed down in the past.

If Air Malta were to reopen this route, he said, it would need to come with a long-term holistic plan.

"It would need to be done well," he said, "and not end up with Air Malta returning there for a single season."

"It would have to be done well and would not result in Air Malta returning for one season," said the minister. 

Answering a separate question relating to Air Malta, from David Agius, he said that they are finalising the business model for Air Malta and how it would operate in the coming years." In the coming weeks we will consult with unions and the opposition. "

"The key focus must be revenue growth. One cannot have an airline that reduces routes and shrinks all the time. "

"Our plan would be based on growth. "

"We want an improved productivity from the employees and over the coming months we will negotiate the collective agreements with the four unions."

"This will mean more flexibility for the company to operate."

"I believe in Malta there is a market for a niche airline based in Malta, that has more planes than we have now and services key airports, offering different products. Part of the products Air Malta is working on is business, which would be better than the club class we have now, economy would be normal, and the possibility of introducing a ticket-only product that competes with low-cost carriers."

"Our thoughts are to tap profitable routes than can be grown. We are working with all airlines on this. The MTA, the Malta International Airport and government works on route development, to try and tap routes which don't currently exist."

Maltese Presidency secures political agreement on EU entry-exit system

EU Member States confirmed a political agreement secured by the Maltese Presidency of the Council of the EU with the European Parliament on 29 June, which paves the way for the establishment of an EU entry-exit system.

The new innovative IT border system is an important element of the EU's Smart Border Initiative to greatly improve security in the EU.

A government statement read that "once it enters into force, the system will register entry, exit, and refusal of entry information of third country (non-EU) nationals crossing the external borders of the European Union. The deal fulfils the directions given by EU leaders at the European Council Summit in December 2016, where EU co-legislators were tasked with agreeing to the new system by the end of June 2017."

Commenting on the agreement, Maltese Minister for Home Affairs and National Security Michael Farrugia, stated: "The entry-exit system is part of the EU's efforts to strengthen the control of our external borders. It will allow us to better manage migration flows, in particular in cases of overstay, and improve our response to the current terrorist threat."

The new Entry-Exit System will only apply to third-country nationals entering the EU, and will help: reduce border check delays and improve the quality of border checks by automatically calculating the authorised stay of each traveler; ensure systematic and reliable identification of overstayers, and those who no longer fulfil the conditions for entry; strengthen internal security and the fight against terrorism by allowing law enforcement authorities access to a travel history records.

Following the agreement reached on the political issues of the proposal for the Entry-Exit System, outstanding technical issues will be addressed by the incoming Estonian Presidency, with a view to having the system enter into force as soon as possible.

Brigitte Bardot writes letter to PM about lack of animal welfare in Malta

Famous French actress Brigitte Bardot, who is now also famous for being an animal rights activist, has written to Prime Minister Joseph Muscat to complain about animal welfare in Malta.

"Although the island of Malta seems to a paradise for humans, it is hell for animals!", she said.

Bardot, as head of the Brigitte Bardot Foundation, said she receives "letters from tourists shocked by lack of animal welfare, in particular by the abundance of horses left to their fate in a shocking state of decrepitude.

"This situation is probably due to the fact that the Maltese still eat horse meat, which seems to me a monstrous aberration in this era, since the horse, like the dog, is a life companion and not an edible product.

"I am asking you to take a stance on this issue that would be an example for the world: give the horse the status of a pet and not an animal raised for production. Sometimes politicians show courage and maybe you are one of them?

"Moreover, the proliferation of cats is an ordeal that must be abolished by decreeing a sterilisation campaign with the help of the veterinaries, as we do in France and in many other countries.

"Your magic island, which is so beautiful, must not be tarnished by the disastrous image of unhappy animals, forgotten and maltreated like objects to be thrown away.

"You have the power to make things change. I can only inform you about them. Politicians are capable of showing empathy. Prove it to me. It will be a miracle and I believe in miracles.

"Mr Prime Minister, I am placing my hope and trust in you."

Godfrey Farrugia to present motion for creation of pro-life Parliamentary group

PD MP Godfrey Farrugia, a former PL Whip in the last legislature, has called for the creation for pro-life Parliamentary group that would be open to MPs from all sides of the House.

Parliament was discussing the budgetary estimates for the Embryo Protection Authority for 2017.

 "Joining this group would mean being in favour of inclusion, a person's dignity and equality rights for the whole span of life, from conception to death irrespective of sexual orientation, whether a person suffers from a disability, is poor,  an embryo inside a mother's womb, or on a petri dish"

"Being a member of a pro-life Parliamentary group, you would speak the truth without going round the matter. Above all you would be in favour of science and universal human rights."

"I am pro-life till death".

Farrugia said that an embryo, at law, is seen as a child. "So when it is said, as the Prime Minister said in 2015, that he would introduce embryo freezing, I was worried. I asked, and asked again,  how can we speak about Civil Rights advances when we are ready to deny a human being from the right to life when the being is in the most vulnerable state of life."

He said that nobody can insinuate that there are conservative members in this room as they look at the fundamental right to life. The bad is, in itself bad. Turning to Health Minister Chris Fearne, he said: "You, who began life as an embryo who knows the risks of embryo freezing as the scientific methods do not guarantee that every embryo lives, how can you continue pushing this concept. You know that the choice of which embryo would be implanted and the others frozen if this process is accepted, would result in a selection process. You who believe in equality, how can you push this as a minister of health."

He admitted that the success rate abroad is higher than that in Malta, "but are we ready to sacrifice the life of a human being for better statistics? We must be clear in our words, there are no corners when it comes to protecting life. "

Government consolidated fund registers €2.6m deficit in first five months

In January-May 2017, Government's Consolidated Fund registered a deficit of €2.6 million, the NSO said today.

Compared to the same period last year, recurrent revenue registered an increase of €165.4 million whereas total expenditure went up by €96.7 million. This resulted in a positive change in the Government's Consolidated Fund by €68.7 million.

In January-May 2017, recurrent revenue was recorded at €1,568.1 million, up from €1,402.7 million last year. The comparative increase of 11.8 per cent was primarily the result of higher Grants and Income Tax which increased by €44.8 million and €33.7 million respectively. Moreover, increases were also recorded for Fees of Office (€28.2 million), Value Added Tax (€24.1 million), Social Security

(€21.5 million), Licences, Taxes and Fines (€7.9 million), Customs and Excise Duties (€7.5 million), Reimbursements (€4.0 million) and Rents (€3.4 million) among others. Conversely, decreases were recorded in Miscellaneous Receipts (€9.8 million).

Compared to January-May last year, total expenditure stood at €1,570.7 million up from €1,474.0 million due to added outlays on recurrent expenditure and capital expenditure which outweighed lower spending on interest payments.

Recurrent expenditure stood at €1,353.7 million from €1,269.2 million last year. The main contributors to this increase were Programmes and Initiatives and Personal Emoluments with a rise of €62.3 million and €14.2 million respectively. The main developments in the Programmes and Initiatives category involved added outlays due to Health Concession Agreements (€13.7 million), EU Presidency 2017 (€12.7 million), higher EU Own Resources (€9.2 million), social security benefits (€8.7 million), state contribution (€6.1 million which also features as revenue), Jobsplus programmes (€4.4 million), heads of government event (€3.5 million) and child care for all (€1.8 million). On the other hand, lower outlays for Medicines and Surgical Materials were recorded (€7.3 million). Contributions to Government Entities increased by €8.9 million. Decreases were registered in Operational and Maintenance Expenses (€0.8 million).

The interest component of the public debt servicing costs stood at €89.6 million, down from €95.2 million last year.

Government's capital expenditure witnessed an increase of €17.8 million, and was recorded at €127.4 million. This was mainly the result of ICT Core Services Agreement (€3.9 million), higher spending on road construction improvements (€3.7 million), investment incentives (€3.2 million) and Tomorrow Schools (€1.7 million).

At the end of May 2017, Central Government Debt stood at €5,595.6 million, up by €3.2 million over the corresponding month last year. This was the result of higher Malta Government Stocks and Euro coins issued in the name of the Treasury, which added €153.9 million and €4.9 million respectively.

On the other hand, Treasury Bills and Foreign Loans went down by €129.0 million and €10.4 million respectively. Higher holdings by government funds in Malta Government Stocks resulted in a decrease in debt of €16.2 million.

Application for roundabout at spot motorcyclist lost her life 18 months ago being assessed by PA

The application for the construction of a roundabout in the spot where 26-year-old motorcyclist Johanna Boni tragically lost her life over 18 months ago is currently being assessed by the Planning Authority.

Contacted by this newspaper, a spokesperson from Transport Malta confirmed with The Malta Independent that the application for the construction of a roundabout at the junction between Naxxar's Vjal il-Labour and Triq Frangisk is currently being assessed by the Planning Authority.  

On 20 April of last year, a few months after the tragic incident, Parliamentary Questions to former Transport Minister Joe Mizzi were tabled by Nationalist MP Robert Cutajar, who asked whether Transport Malta would request the Naxxar Local Council to create a roundabout in the junction in order to render it safer.

The Minister had replied that Transport Malta was planning on constructing a roundabout at the spot, adding: "This project will happen according to priorities, available funds as well as the process of procurement of the services of contractors."

In another Parliamentary Question for Mizzi on 5 May 2016, Cutajar asked whether the minister deemed the request as one deserving maximum priority given the fact that a fatal accident occurred there. The Minister replied that the project was at a planning stage and would eventually require government expropriation.

He again said that the project would be undertaken depending on national priorities, available funds and the procurement process.

The minister also asked the MP to substantiate allegations that the absence of a roundabout had caused the fatal accident.

"Despite the government saying that plans are being undertaken by Transport Malta to create a roundabout at the spot of the fatal motorcycle incident more than a year ago, nothing has been done," Nationalist MP Robert Cutajar told this newspaper. "This has nothing to do with politics; it is something for the common good. There is no need for this to take long," he said.

Meanwhile, Johanna's parents are frustrated with the way in which the court case of her daughter's death is dragging on. More than a year down the road, Mr and Mrs Boni are still waiting to see the sketches and the results of the inquiry.

"All we are asking for is a sketch and inquiry results to know how our daughter died," Mrs Boni said, emphasising that 18 months have passed since her daughter's death and that they are still in the dark. "If it wasn't for the pictures in the media following the incident, we would not know anything," said Mrs Boni, who had come down from Sicily together with her husband following the news of her daughter's death. She stated that the accident was a "simple transport accident" that should not take 18 months, and counting, to solve.

Germany legalizes same-sex marriage after Merkel u-turn

German lawmakers voted Friday to legalize same-sex marriage after a short but emotional debate, bringing the country in line with many of its Western peers. Though Chancellor Angela Merkel voted against the measure, she paved the way for its passage by freeing other members of her party to vote their "conscience."

Lawmakers voted 393 for legalizing "marriage for everybody" and 226 against, with four abstentions.

Merkel said Monday that lawmakers could take up the issue as a "question of conscience," allowing members of her conservative coalition, which has been against same-sex marriage, to individually vote for it.

That prompted her center-left rivals to quickly call for a snap vote on the issue, adding it to the agenda Friday on parliament's last regular session before Sept. 24 elections.

While some in Merkel's conservative bloc spoke against the measure, Berlin Christian Democrat Jan-Marco Luczak urged his fellow party members to vote for same-sex marriage.

"It would be absurd to try and protect marriage by preventing people to marry," he told lawmakers.

Many applauded Merkel's comments that opened the way for the vote, but Social Democrat lawmaker Johannes Kahrs noted in the debate that the chancellor had been a longtime opponent of gay marriage.

"Many thanks for nothing," he said bluntly.

Germany has allowed same-sex couples to enter civil partnerships since 2001, but has not granted them full marital rights, which include the possibility to jointly adopt children.

The new law won't take effect for several months because it still needs to pass the upper house of Parliament and be approved by the president, though those are formalities. It is also expected to face legal challenges.

Merkel told reporters after the vote that her vote against the measure was based upon her reading of the country's law concerning marriage and that she did think gay couples should be able to adopt.

Germany's basic law is vague, saying only that "marriage and the family shall enjoy the protection of the state," but Merkel said that for her "marriage as defined by the law is the marriage of a man and a woman."

She added, however, that she stood by her contention that the interpretation was a "question of conscience" and urged all views to be respected.

"It was a long, intensive, and for many also emotional discussion, that goes for me personally too, and I'm hopeful not only that there will be respect for either side's opinions, but that it will also bring about more peace and cohesion in society," she said.

All of Merkel's potential coalition partners after the September election, including the center-left Social Democrats of her challenger, Martin Schulz, have been calling for same-sex marriage to be legalized.

It is not clear whether Merkel thought her Monday comments would prompt such a quick vote, but many analysts have suggested that by opening the door to gay marriage the chancellor removed yet another issue that might have helped her opponents in their campaigns against her.

In nearly 12 years as chancellor, Merkel has moved her party to the center and away from conservative orthodoxy, speeding up Germany's exit from nuclear power and ending military conscription among other moves.

Sliema local council ‘disappointed’ as construction work continues

The Sliema local council today said it is disappointed about the vast number of extensions given to a number of building sites to continue excavation works in the locality by the Building Regulations Office.

It has been widely advertised that as of 16 June, as happened in previous years, excavation and demolition works on construction sites have to be halted, in an effort to have cleaner and less disturbed localities in the peak tourism season.

Unfortunately, a number of demolition works have progressed in around ten sites, with some even continuing excavation works in July by virtue of extensions granted to them by the Building Regulations Office, the council said.

The Sliema local council said it is very concerned about the veracity of 'dangerous structures' claims being put forward by these developers to claim for an extension at the Building Regulations Office. This is more so when such developers pay absolutely no fines or fees for progressing with these disruptive works in the summer period.

The council is not consulted by the Building Regulations Office about the granting of such extensions, and "we are thus very concerned that the law prohibiting such works in the summer period is being rendered null by the granting of continuous extensions by the Building Regulations Office".

75 children were born through IVF procedures since 2015; Chris Fearne to put forward new IVF bill

Since 2015, 75 children were born through IVF procedures, and another 32 couples are currently pregnant, Health Minister Chris Fearne said in Parliament today.

Parliament was discussing the budgetary estimates for the Embryo Protection Authority for 2017.

"This is a huge success. One new birth is a success, imagine 75. I congratulate the parents and grandparents."

"Every birth is a miracle, an occasion for celebration."

"There are couples awaiting twins, and some awaiting triplets. While today's law says only two eggs should be fertilised, there are cases where three can be fertilised."

He said that law requires all fertilised eggs which become embryos to be implanted into the mother,

Fearne said that the law, in this regard, should be looked at, as putting three embryos into a mother could result in problems, "and one asks whether one should look at the law to improve it for the mother and for the children who would be born."

He said that the 2012 law also states that if there is a woman suffering with infertility, and is in a stable relationship or married with a man, then the law allows medical IVF intervention for the person to be fertilised. "But through the same law, If one helps, through IVF, a woman in a relationship with another woman, then one can be sent to jail for five years." He said that this is discriminatory. He said that since the change in mentality, the time has come for the 2012 law to be revised and become more inclusive and fair for everyone, removing discrimination on the basis of sexual orientation."

He said that there have been advances in science since 2012, and one sees that there is a 20% IVF success rate per cycle in Malta. "We know that there are a number of couples where it is hard for them to become pregnant. There are scientific advances that can help them become pregnant and I think its time to legislate in favour of helping these couples."

He said that the PL have an electoral mandate to change the law. "We must not speak in absolutes during that debate. We must be reasonable and use scientific arguments. He said that as an example, there are those who believe the law does not allow embryo freezing, "we have two. So the law, despite what is being said, gives permission in cases to the Embryo Protection Authority for embryo freezing."

"Let us discuss IVF in the context of new laws, new scientific advances etc, to give chance for more life, for more couples who, in a regulated and inclusive way, gives new life. Now that we have an electoral mandate, in the coming months I will put forward a new law for IVF, to make it more inclusive, cut discrimination according to sexual orientation."

In 2017, government has tied itself to increase its contribution to this authority, doubling it, he said.  "We did this in order to strengthen the authority when it comes to inspections of clinics handling IVF."

"We want this authority to have enough strength to better conduct surveillance on these clinics. We issued a call over the past days for persons with the necessary qualifications to work as inspectors with the authority. This call was issued after the election. "

"In May, government issued a legal notice and gave special leave for couples undergoing IVF procedures. These couples would have up to 100 hours between them as special leave so they can go through the procedure more serenely. There are time consuming interventions etc. which brought this about."

"This leave is for couples undergoing IVF procedures in Malta and abroad. This way we will reduce the troubles for couples undergoing this process and help those couples wanting to have children."

EU backs more support for Italy after threats to close ports to NGO migrant rescue ships

The European Union's foreign minister yesterday said the bloc supports Italy's stance that it can no longer handle the flood of migrants alone, and she insists other EU countries share the burden.

Federica Mogherini (below) told reporters in Brussels yesterday that the EU is willing to boost financial support to Italy. On Wednesday, Rome threatened to close its ports to aid groups ferrying in thousands of rescued migrants. Mogherini said EU interior ministers will discuss the crisis next week.

Mogherini said: "We need more internal solidarity in our Union, and this is in the member states' hands." Some EU Eastern European nations have refused to take migrants from Italy.

Thousands rescued in the Mediterranean arrived in Italy yesterday.

Italy had threatened Wednesday to close its ports to aid groups rescuing migrants off Libya's coast as it struggles to cope with the highest rate of rescues this year, officials said.

Italy's ambassador to the EU, Maurizio Massari, raised the issue during a meeting with EU migration commissioner Dimitris Avramopoulos, as a half-dozen different ships offloaded some of the more than 10,000 migrants rescued in recent days.

"Italy is right that the situation is untenable along the Central Mediterranean route," Avramopoulos said in a statement, adding that other EU members concurred and that the bloc was ready to increase financial assistance to help Italy manage the flows.

Italy, however, is mulling a ban on non-Italian flagged rescue ships disembarking migrants in Italian ports, though not those participating in the EU's Frontex rescue operation, officials said. That would affect mostly European-based humanitarian rescue ships, which have flooded the waters off Libya's coast in the past year to pick up migrants.

Some of those groups have also been accused by Italian prosecutors of alleged collusion with Libyan-based smugglers.

On Wednesday alone, ships from aid groups MOAS and Doctors Without Borders, as well as Frontex ships, arrived in Italian ports with the more than 10,000 migrants rescued in recent days.

"In the latest years, smugglers often launched a massive number of boats all at the same time, but this year we are witnessing levels never registered before in short periods of time," Frontex Executive Director Fabrice Leggeri said in a statement.

Italian coast guard reported that at least 2,400 migrants were due to arrive on Thursday aboard both Frontex and aid group rescue ships in ports in Sicily and mainland Italy.

If Italy goes ahead with its threat, EU Frontex operations would not be up for discussion since they are governed by international law. But Avramopoulos's office said any change in Italian policy regarding aid groups should be discussed ahead of time to give them time to prepare. The commission will help inform the discussions and is ready to provide guidance on disembarkation, it said.

Enemalta inaugurates new electricity network control centre

Enemalta plc launched a new Network Planning and Operations Control Centre equipped with new technologies that will help its engineers provide better quality electricity services to its customers.

This new centre, within the company's administration building in Marsa, forms part of a €5 million Enemalta investment to upgrade the control and automation systems of the national electricity distribution system. Archbishop of Malta Charles. J. Scicluna and Inġ. Fredrick Azzopardi, Executive Chairman of Enemalta plc, inaugurated the new control centre a few days ago, in the presence of the centre's employees.

A team of engineers operate this centre 24 hours a day to monitor and control the electricity distribution system, including the Company's 132kV and 33kV distribution centres and several other network installations. These engineers are trained to swiftly respond to network difficulties by remotely switching on alternative high voltage connections and restore electricity supply to customers in the affected areas in the shortest time possible. The control centre also coordinates ongoing maintenance, repair and upgrade works that are carried out by other engineers and technicians throughout the year.

Another team of engineers at this centre conducts technical studies to analyse electricity consumption changes in different areas and plan the upgrades required to make sure that network capacity continues to meet customers' demands.

Until a few weeks ago, these engineers worked in an older control room within the same building. These facilities had become too small to operate the network, as it continues to be upgraded and extended to serve new customers. The development of the new Network Planning and Operations Control Centre started in December 2016. All works were planned and implemented by employees of Enemalta plc and its subsidiary International Energy Service Centre, with the support of several suppliers and contractors.

The engineers at the new centre can now make use of several new systems that are being added to the electricity distribution network across Malta and Gozo. These include an innovative automation system that started being rolled out in 2015 to remotely control over 1,300 11kV secondary substations spread across all localities in Malta and Gozo. It allows the engineers to respond to network difficulties in a shorter time, as they won't have to travel to the substation to operate it. The network engineers are also introducing new ICT tools to obtain further technical data for the ongoing analysis and optimisation of network operations.

Another new system being made available to the engineers is a computerised surveillance system with over 700 cameras to monitor critical electricity distribution infrastructure. Engineers can use these cameras to obtain additional information about the physical state of equipment during emergencies or other technical difficulties.  

Ing. Fredrick Azzopard, Enemalta plc Executive Chairman, thanked the employees who planned and developed this new control centre. "In the last few years, we invested over €100 million to consolidate the country's electricity distribution network, to meet increasing demand and to reduce the difficulties that lead to power cuts. We have, in fact, reduced electricity supply disruptions to our customers by over 60%. This centre brings together the control of our ongoing nationwide network investment, securing new resources to continue improving the quality of service to our customers."

EYES UV rays don't just harm your skin. They also damage your eyes. Sunglasses should protect your eyes from UV damage. Choose sunglasses for functionality, not just aesthetics. The cheap fun types with brightly coloured lenses might not do the job.

SKIN Buy the best sunblock you can afford, preferably with a high protection factor (35+), and apply it before going out into the sun.  Unless you have the patience to continually rub sunblock onto wriggly children, it is best to use a waterproof type for them since it has more staying power and can be re-applied at longer intervals. 

FEET Watch out for post-barbeque debris like broken glass, bottle tops, tins and even used syringe needles.  Young children could wear "jelly shoes" to the beach for protection.

SPINES AND STINGS

Many people worry about shark attacks, but a jellyfish attack is more likely.  If this happens, the best thing to do is splash the affected area with vinegar or with seawater (fresh water is not as effective). Then, scrape or 'shave' the area gently, using a credit card or something similar, to remove the remaining stings.

Do not rub the affected area as this will simply work the stings and poison further into your skin.  Sometimes even a mild sting could cause a strong allergic reaction so if the victim feels unusually tired or unwell, or has difficulty breathing, seek medical help.

Sea urchins are another common beach nuisance. If any spines get under the skin, remove them immediately to avoid infection. If any are deeply lodged, use a traditional onion poultice to encourage the spines to move to the surface where you can remove them easily with tweezers.

TUMMY TROUBLE

Beach food is prone to contamination because of heat and exposure. If you take picnic food to the beach, keep it chilled and eat it as soon as possible after you arrive.  Temperatures rise very quickly, even in the shade, and good food can turn into tummy trouble sooner than you know it. Take a packet of dry biscuits or galletti for children to nibble on.

Before you buy food at a beach kiosk, check the kitchen. If you see any food left unrefrigerated and uncovered, look for another place to eat. It takes just one contaminated tomato in your sandwich to ruin a perfectly good day.

SAFE DIPS

Do not leave children unattended on airbeds or other flotation devices, since they can easily drift out of reach. Small children in particular tend to wander off easily. Have children keep their armbands on at all times in case they run into the water unexpectedly.

BEAT THE HEAT

Watch out for heat induced trouble. Warning signs are feeling weak, dry skin, confusion or dizziness, headache, clouded vision, rapid pulse, nausea and collapse. Children are especially vulnerable, so even if you're feeling fine, watch out for any signs of trouble.

Drink lots of water frequently, even if you do not feel thirsty. Avoid sweetened or alcoholic drinks because they have a dehydrating effect. Stay home during the hottest time of day. High temperature usually mean more humidity, increasing the possibility of heat exhaustion and heatstroke.

Heat exhaustion can be treated by moving the person to a cool environment and getting him or her to swallow cool, slightly salty drinks such as plain water with a pinch of salt. Heatstroke is a medical emergency and needs professional help. While medical assistance is on the way, move the person to the shade and splash him/her repeatedly with cool water.

TMID Editorial: Closure of the EU Presidency - What was all the hype about?

What had started out with no insignificant amount of hype and hyperbole ends with something of a fizzle today as Malta's term of office in which it held the Presidency of the European Union officially draws to an end, and the baton is handed to Estonia.

It will now be 13 odd years before Malta is once again called to the helm of the EU.

This Presidency had started out with such high hopes, such promise. Malta, the government said, would be placed at the heart of the European Union; it would push its national agenda to the forefront of the European discussion. It would reunite a fragmenting bloc in the wake of Brexit, it would see untold numbers of journalists flocking to Malta and it would put miniscule Malta on the EU map more than ever before.

We had the glamorous opening ceremonies attended by the European Union's top brass, and the Prime Minister made all those publicised visits to our fellow EU member states to discuss Malta's January-July agenda for Europe.

Such matters are commonplace whenever the next country takes over the EU Presidency. Perhaps the Maltese government had contracted a case of stars in its eyes, having been impressed by all the attention it was getting in the lead up to its stint at the EU's helm. Or perhaps the government had simply suffered a case of the positivity and optimism that it continually seeks to exude.

Whatever the case, it falsely advertised much of what Malta's EU Presidency, or any EU Presidency for that matter, is all about.

In recent days, news releases have been replete with the successes of Malta's term, and they are bound to increase in the coming days. On Tuesday, there will be a European Parliament review of the Maltese Presidency with the Prime Minister in attendance, during which Malta's achievements will undoubtedly come in for a considerable amount of praise. And there have been several achievements, mostly of a bureaucratic nature, of which there is little need to go into detail at this juncture.

The fact that Malta has apparently achieved so much, despite having gone through a gruelling electoral campaign right in the middle of its term, shows that in reality the Presidency was either masterfully handled by the technocrats and bureaucrats who do the real work, or that it was not all that much to have been so excited about in the first place. The answer is most likely that it was a case of a little of both. 

Malta's stint at the helm of the European Union had been from the outset destined for trouble given the long and enduring shadow that the Panama Papers has cast over it, but in reality, no major spanners were thrown in the works and everything proceeded smoothly, at least on the surface.

Malta was continually criticised by European politicians and press alike over the multiple corruption allegations that it faced but its efficacy at the helm of the EU, for what it is worth, was not considerably hindered.

Did Malta's EU Presidency live up to the hype? No. But then again there was no need for so much hype to have been created in the first place.

Malta Short Film Festival and first edition of the Malta Film Expo launched

The ninth edition of the Malta Short Film Festival and the first edition of the Malta Film Expo were launched yesterday by Minister Owen Bonnici.

Speaking at the launch, Bonnici remarked how, "Accessibility, sustainability, and professionalism in the cultural sector, as well as economic contribution, are three fundamental pillars upon which the cultural investments are based."

Both events, organised by the Malta Film Foundation, are benefitting from the Cultural Partnership Agreement – a funding programme launched in 2016. The Minister said that we are currently reaping the fruit of this investment, referring to the funding programme that has given space to organisations and festivals to organise events in a sustainable manner over a period of three years.

The government's initiatives and programmes are increasing professionalism in the sector, with the end result being a better cultural product offered to the public, Bonnici added.

Moreover, activities such as the Malta Film Festival serve to attract more tourists to visit Malta. 

Bonnici added that the government will keep investing in the cultural sector – a sector already contributing to the country's economic growth, so much so that in 2016 the cultural sector contributed to 5% of the Gross Domestic Product.

Maltese arrested in Pozzallo trying to smuggle 22 kilos of cocaine and heroin to Malta

A 49-year-old Maltese male has been arrested in Pozzallo after the authorities found at least €5 million worth of cocaine and heroin stashed in a, "ingenious" secret compartment in the car with which he was attempting to board the catamaran to Malta. 

The drug haul amounted to a total of 22 kilograms and is reported to have been one of the biggest in the province of Ragusa.

Guardia di Finanza di Ragusa agents had stopped the man's car, which had British licence plates, when he was on the dock about to board the Jean de la Vallette ferry bound for Malta.

Upon questioning the suspect showed "evident signs of nervousness, shaking hands and he was sweating profusely" according to the Italian authorities. 

When he was questioned, the Maltese reportedly provided unconvincing and evasive answers and was unable to supply a good reason for being in Italy.

At that point a thorough search of the car's interior and exterior was undertaken and police sniffer dogs confirmed the investigators' suspicions and raised the alarm.

The car was then taken to a police garage where it was dismantled.  Investigators found an "ingenious" compartment behind the back seats, between the bodywork and the passenger cabin, which could only be accessed by way of a button that raised the back seat with a hydraulic suspension system.

Inside the compartment they found 11 vacuum-packed packets of cocaine and nine packets of heroin.

The drugs were seized and the Maltese suspect was arrested and taken to the Ragusa prison for processing.  The drug haul, which was sent to a laboratory for analysis, is believed to have a street value of at least €5 million.

Europa League qualifiers: Valletta dig deep to take double advantage; defeats for Balzan, Floriana

Valletta, under the guidance of new coach Zoran Popovic, always fancied their chances of qualification against inferior opponents from San Marino, SS Folgore, in this First Qualifying Round of the UEFA Europa League.

After taking a two-goal advantage, and keeping a clean sheet, in yesterday's first leg at Hibernians Stadium, Valletta's chances still look optimal, but considering their technical superiority, Valletta were expected to put the tie to rest.

Valletta's performance was nothing to shout about yesterday but after a shambolic first half, bereft of any goalmouth action, the Citizens took the lead before the break and added a second soon after the restart to put themselves in the groove ahead of next week's return leg.

Valletta, played with a four-man defence, Borg and Camilleri in the centre, Romao and newcomer Joseph Zerafa advancing down the flanks when the side had possession. Gill provided cover in front of the defence while Pani, Malano and Umeh roamed in midfield behind Velasco and Mifsud, the latter playing in a very wide role on the left. Henry Bonello was back in goal, upon his return from Birkirkara.

For much of the first part of the opening half, the match was rather stale. Folgore were sharp on the ball, closing all avenues and going forward on counter attacks.

Valletta took long to get going, as they hoofed long balls forward, for Mifsud and Velasco to chase, with little purpose. They failed to create clear cut chances, even if the Folgore defence did not look particularly strong.

It took the Citizens 24 minutes to go inside the opposing area. With Mifsud chasing a Pani pass but Folgore keeper Luca Bianchi blocked at his feet.

With halftime looming, and proceedings becoming increasingly scrappy, Valletta awoke from their slumber to take the lead. Uchenna sent a deep cross from the right inside the Folgore area and defender Steve Borg rose to head the ball past keeper Bianchi.

Valletta started rolling the ball with much more confidence in the second half. And with Folgore looking a bit sleepish, the locals hit them with a sucker punch after only three minutes. Ucheh was again the provider with a through ball for Maximilianno Velasco to chase, advancing from the middle and steer low past the helpless Folgore keeper.

With Valletta now firmly in control, Folgore were lucky to get away with no more. Mifsud tried to go for goal from the byeline on the left but was foiled by the keeper.

On 52 minutes Bianchi saved shots from Malano and Ucheh.

The vistors could hardly make a reaction and it was only on 70 minutes that Paradisi went close with his low effort.

Ten minutes from time, Ucheh had to leave the pitch with some muscle strain, to be replaced by Jean Borg, after Velasco had also been substituted.

 

Roderick Briffa also tasted European action with his late inclusion as Valletta ended the match more potent going forward. On 82 minutes the Folgore keeper held out Mifsud's cross shot from the left. Balzan suffered two late goals yesterday in Hungary as they were beaten by Videoton 2-0 in the first leg of the Europa League.

Ten-man Floriana suffered three goals against former European champions Red Star Belgrade yesterday in the first leg of the Europa League first qualifying round.

Red Star took the lead on the stroke of half time when they won a penalty, with Floriana's defender Ruiz shown the red card.

From the penalty spot Richmond Boakye made no mistake.

Floriana suffered the other goals late in the game with Slobodan Srnic making it two on 79 minutes, and with Richmond Boakye scoring the third and final goal on 89 minutes.

Continued excavation, demolition works in summer break done to ensure safety – BRO Head

A construction site under demolition and excavation on St Francis Street that appeared to be operating beyond certain exemption criteria has been granted a special extension as the pit, in its current state, could cause a safety concern should the area experience bad weather, Head of the Building Regulation Office  (BRO)Michael Ferris has told The Malta Independent.

This comes after pictures posted on social media indicated that workers  had already demolished the roof and facade of the property.

The newsroom had earlier reported a number of complaints from residents within the Sliema area who were dismayed by the continuation of demolition and excavation works in spite of the summer break.

The legal notice 295 of 2007, demolition and excavation works in designated tourist zones must stop between 15 June and 30 September. The idea behind it is to limit the environmental degradation, noise pollution, incessant dust and disruptive outcomes at a time of the year where Malta is flooded with tourists and locals back home for the summer.

The zones which are included in the summer break list are decided upon by the Malta Tourism Authority (MTA), which reserves the right to redraw the boundaries whenever it sees fit.

Ferris confirmed that developers may seek an exemption but must apply with the BRO.

Exemptions are granted, Ferris explained, to properties that were not completely demolished or excavated prior to 15 June and posed a safety danger to the public.

 BRO officers visit the site for a technical examination in order to ascertain what needs to be done, and in what time frame, in order to ensure safety.

The MTA is informed of every exemption, and is required to perform a site visit whenever the development is close to a touristic establishment.

The exemption is granted, Ferris explained, to properties that were not completely demolished or excavated prior to 15 June and posed a safety danger to the public.

This, he said, is typically until the facade and roof is removed completely.

San Ġiljan Tum Invest gave a strong indication of their potential as they humiliated champions Neptunes Leo Vegas by beating them with a ten-goal margin. They managed to open up a nine point gap over the Champions, putting them with a very strong chance of winning the title although there are nearly two rounds of matches still to go.

It was a strong show by San Ġiljan who dominated from the first whistle till the end, and they were practically faultless in all departments with players such as Aleksandar Ivovic, Aurelien Cousin, and all the other Maltese players rising to the occasion knowing that this was an important match.

It was a huge disappointment for Neptunes who were caught off guard by the determination of their opponents and never entered into the game, as their main player Stevie Camilleri was tightly marked.

San Ġiljan won the first session 6-2 scoring goal after the other, as Neptunes had no response to the dominating play of their Balluta Bay rivals, to already set the pace as potential game winners. They even made sure of the win before the half time whistle, scoring another four goals to finish the second session 10-3.

The rhythm of the game dropped after the interval, both teams knowing their faith in the game. But San Ġiljan still were the better the team, controlled the game, stayed compact in defence, and scored the only goal of the session through Cousin.

After Blary scored for Neptunes in the last session, San Ġiljan made sure to finish the game on a high, scoring three goals and finish the game with a 14-4 score line, a result that surely will put smiles on their supporters' faces.

Despite having to work much harder than expected, Marsaxlokk Fischer managed to snatch their fifth consecutive win of their league campaign, defeating Otters Nivea 11-9.

Marsaxlokk didn't have their best game but the main credit must go to Otters who were at par with their opponents for most of the game, and will surely be disappointed to finish the game empty-handed after all their efforts.

Otters won the first session 4-3 as they responded to Vuksanovic's early goal, with veteran Charlie Zammit scoring a brace in the process. Those present thought that this would be a one off session, but this was not the case, as Otters managed to win also the second session to finish the session 6-4 in front.

But the two-goal advantage were diminished after the restart as Marsaxlokk scored two quick from Lanzon and Buhagiar to equalise. Otters stayed in the game and took the lead again in two occasions, but Marsaxlokk responded after each goal to finish the session in a balanced draw.

But in the decisive session, Marsaxlokk were better as they second periodical goals to take a three-goal advantage and secure the game, as Otters protested with the referees on several decisions that didn't went in their way.
