Former Prime Minister and Maltese MEP Alfred Sant stressed the importance of the creation of a European Counter Terrorism platform eventually led by EUROPOL to combat the financing of terrorism. Dr Sant said that national financial entities should be reinforced in their intelligence capacities while exchange of information and cooperation among national financial entities should be the priority to combat the financing of terrorism.
MEP Sant voted in favour of a report tackling sources of income for terrorist networks at the European Parliament. The report proposes the setting up of a European financial intelligence platform to counter terrorism, the need for a list of individuals and entities operating under opaque regimes and the need for a proper monitoring of suspicious organisations and transactions, pre-paid cards and virtual currencies.
Sant said a pro-active infra-EU cooperation would ensure that sources are cut in the shortest delays, as often terrorist networks function on cross-border basis. Transparency is key to ensure that crowd funding, crypto currencies, Fin Tech technologies or pre-paid cards are not abused notably through the identification of the beneficial owners.
The Maltese MEP said one should simultaneously ensure at EU level that one does not put a disproportionate hardship on these legal channels of funding.
The report was adopted with 533 MEPs voting in favour, 24 against, 43 abstentions.
