Partit Demokratiku today noted that works on the new kitchen at St Vincent de Paul home for the elderly were started before the contract was signed, and the kitchen was inaugurated by the Parliamentary Secretary of the Elderly before all works were finalized.
Partit Demokratiku's Opposition MPs have written emails to Minister Edward Scicluna and Minister Michael Falzon asking them to table the contract in Parliament thus making it public. A reply stating the email has been "duly acknowledged and noted" has been received.
PD said it is deeply concerned that this contract – particularly its additional 'gift' clause – has failed to observe procurement procedures. Moreover, the contract authority has negotiated with the winning tenderer following the award of CT 2009/2015 and varied the Public Contract by more than 50%. No matter how hard one tries to give the benefit of the doubt to the Directorate, the sequence of events mirror irrationality, possibly influenced by third parties.
The principle of equal treatment in the award of contracts necessitates transparency. This has not been upheld in favour of public interest and the common good. Good sense seeks accountability.
