One look at the grounds around Smart City, and one quick question comes to mind... where is the maintenance crew?
The massive development was undertaken mainly during the Gonzi administration, however maintenance now seems to be quite lax.
Images taken show rusted bins, and many lighting fixtures missing their accompanying solar panels.
Cracks in the paint leading to the Laguna are also present, and some areas have this sludge-like dirty water (2)
Some of the pavements are broken (1), as are some light fittings, which can potentially be dangerous to pedestrians.
The grass hedge (3) looks like it has not been watered for a while, and has dried up.
In addition, the filtration system sends dirty water out to the bay below, leaving a foamy substance in its wake (4).
