The Maghtab Residents Association is strongly objecting to the proposed development of a Petrol Station and ancillary facilities, complete with five 24/7 car washes at Triq is-Salina corner with Trejqet L-Arznu, Maghtab Limits of Naxxar.
The application that has seen accusations flung and heated debate, will continue today at around 2pm.
"According to the MEPA Map Server, the Central Malta Local Plan policy CG04, and Planning Control Map NAB7, the site in question is classified as a Category 2 Rural Settlement. This type of classification only allows limited Residential Development which does not exceed 200 square meters, limited Retail Development which does not exceed 50 square meters and Agricultural development," the residents said.
"However, according to a MEPA internal memo dated 9th October 2012, 'The site in question is not considered to form part of the Maghtab Category 2 Rural Settlement. Therefore, Central Malta Local Plan policy CG 04 does not apply.' A copy of this memo can be found in the file of the proposed development and is referred to as Minute 14".
The residents association argues that no valid reasons for reaching such a conclusion where given at the last MEPA Board Hearing held on 25th February 2016. "On the contrary, the Maghtab Resident's Association showed an example of 7 developments surrounding the proposed Petrol Station which were either refused on the basis of Policy CG04 or else had an enforcement notice issued for illegal development. For this particular development, the Directorate chose to selectively interpret Policy CG04 to pave the way for the Applicant".
It also argued that the development violates the Fuel Service Stations Policy as the footprint is greater than 3,000 Sqm, the ghost island is not up to specification and the area is prone to flooding.
The Association also warned Mepa that the development could intensify the accident black spot. "The objection has the backing of the Naxxar Local Council as well as several other NGOs".
