Driver mainly to blame for Paqpaqli incident, inquiry concludes

The driver of a supercar was mainly to blame for the Paqpaqli Ghal Istrina incident, which left several injured, a magisterial inquiry has concluded. Billionaire Paul Bailey was not a "professional driver' and the crash was a result of lack of handling techniques and corrective measures, it said. However, the 11-man organising committee, which falls under the auspices of the Office of the President, has also been indicated by the inquiry as bearing responsibility for the "secondary causes" of the incident. The incident was compounded because of a lack of health and safety measures, including lack of concrete barriers along the track and no safety plan and risk assessment. The inquiry, led by Magistrate Consuelo Scerri Herrera, exonerated President Marie Louise Coleiro Preca, saying she was in no way involved in the organisation or preparatory meetings of the event. The 1,700-page inquiry was not published in full but its conclusions were outlined by Justice Minister Owen Bonnici. More details to follow.
